I have to wonder, does this village rebuild every single time there is a flood? They have an evacuation shelter nearby for situations like these, but no prevantative measures in place to protect the village itself?

They were already living pretty high up in the Trees. Probably enough to handle regular flooding but not Extreme Flooding. After all, there was a F*ck Tonne of water before the actual Village fully flooded and it seems that the crevasse hole apparently sinks and takes up a lot of water.
This is just my hypothesis though.

Back in the stone ages. When humanity was still wanderer and hunters thats what they did. On another note Florida suffered from a flood just this past year. You cant just move Florida. Makes you think why people bothered to build near environmentally unfriendly places. Almost as crazy as building Dubai or Las vegas theyre both in a desert without a water source. All their water gets imported.

At one point those desert cities were small depots. Either they were near an oasis or they were the largest bit of firm ground around. Can't really build in the sand. Even if there were no oasis or wells they could still be used as waystations between places to store resources. Of course, over the years they grew too large to support themselves water wise and had to then import. But then you have figure out what you have to sell so you can afford it. Those places figured out what they could do. Dubai is actually working on multiple things to sustain them in the future. Water vaporation and desalination among them.

As far as those in semi dangerous areas, the people have come to accept the risk in order to make a living or keep their homes. The huge incidents don't happen every year and the issues that do are worked around.
Big floods don't happen all the time. There are usually storms that cause them. And if everyone ran away from the possibility of problems then we would run out of room a LOT quicker.
Even living in parts of California is dangerous (and not just because of the idiots in control). Forest fires, earthquakes drought. You think that all Californians should give up and move to other states?
You can't just outrun hardship. You either out live it or out think it.

contrarly to urbanism, the hydrology is an exact science, if you build along water lvl or in inondable aera, even in desert, its your fault for listen economic instead safety...and since quite all world population lvie along coast or river, we will to take the risk.
yet even with best engineering, flooding cannot be dodged totally, in extrem weather 1meters+ rain in 2-3day, if your entire aera is floodable, like a delta,/flat coast or a mountain country where city are in valley.
but most of time you can manage enough, dont build on floodable aera, , let space to river reservoir and lake, build dam or coastline defense,

like building the village at shelter's height? i guess, but it'd make a lot of things mighty difficult (such as trade and gathering water) so if the floods arent frequent it's best to rebuild down the valley.
